Organization Overview

Smart Start of Mecklenburg County (Smart Start or SSMC) is a Charlotte-based non-profit that funds local programs for children ages birth to five and their families. The organization is a catalyst for improving the lives of the 85,000+ young children in our community, with a focus on health, family, early education, and literacy. We mobilize resources and forge partnerships to support evidence-based policies, practices, and programs to ensure all children enter kindergarten healthy and ready to succeed.

Smart Start has a budget of over $30 million comprised of funding from the state of North Carolina, Mecklenburg County, and private donations and grants. SSMC funds approximately 25 programs annually serving over 25,000 young children and their families and administers Mecklenburg County's MECK Pre-K program, which provides free Pre-K to children in the community. SSMC also operates programs and campaigns internally, including Dolly Parton's Imagination Library, Guiding Parents to Services, and The Basics Mecklenburg. The organization is also the leader in research, data, convening and collaborating on issues related to children 0-5 in the Greater Charlotte area.

Position Summary

The MECK Pre-K Curriculum and Teacher Support Manager recruits and supervises Success Coaches to ensure that all program services meet the MECK Pre-K classroom policies (Mecklenburg County Early Childhood Education Executive Committee Report, September 26, 2017). This position develops and supports collaborations with MECK Pre-K early childhood education providers to ensure that all program requirements are met (MECK Pre-K Procedures). These collaborations include but are not limited to review of administrative & teaching staff credentials, provider & teacher training/consultation, on-site monitoring. The MECK Pre-K Curriculum and Teacher Support Manager collaborates directly with the MECK Pre-K leadership team to support effective program management and teaching practices in early childhood classrooms and consistent implementation of services across the County. This position may also collaborate with the Mecklenburg NC Pre-K Contractor and State NC Pre-K Consultant to ensure consistent implementation of services in Mecklenburg County, aligned with State policies (NC Pre-K Program at DCDEE).

Salary; $50,000 - $70,000

Essential Duties and Responsibilities

Oversee MECK Pre-K Support Office

  • Leads, inspires, and sets a high standard of excellent practices by coordinating all aspects of classroom practice compliance and by supporting MECK Pre-K Program support staff, site administrators, teachers and team members in the MECK Pre-K Office.
  • Oversees daily operation of the MECK Pre-K Program Support office, including all classroom support processes.
  • Has a caseload of up to three MECK Pre-K classrooms to provide formal and informal observations during training/professional development and debriefing/technical assistance sessions with teachers
  • Reviews and tracks teacher licensure status as well as supports teachers through the licensure process by working directly with the Early Educator Support Unit and Early Educator Support Office
  • Develops & coordinates an ongoing system of support for Site Administrators and Teachers for successful implementation of high-quality teaching practices.
  • Reviews MECK Pre-K Policies annually and makes recommendations to the MECK Pre-K Executive Director for any updating of program implementation materials and documents, in accordance with SSMC policies.
  • Provides recommendations to the MECK Pre-K Executive Director for responding to specific types of program questions/needs and prepares written strategies, protocols, and procedures.
  • Determines the needs of community providers (teachers & site administrators, UNCC EES Office staff, other relevant partner agencies) through ongoing feedback from MECK Pre-K support staff, on-site visits, as well as the annual site monitoring process.
  • Ensures that training and learning needs are addressed in accordance with policy and strategy and in alignment with program goals
  • Based on needs assessment & feedback, recommendations for appropriate professional development and technical assistance, tailored for various groups, will be shared with the MECK Pre-K leadership team. Teamwork is critical.

Coordinate Classroom Compliance

  • Coordinates and monitors the implementation of CLASS observations and assessments
  • In collaboration with program support team, coordinates and analyzes classroom curriculum efficacy by using the Creative Curriculum Fidelity tool.
  • Based on needs assessment & feedback, this position will discuss with the leadership team, the need for clarification of guidelines and the development of policy and/or new program elements.
  • In collaboration with program support team and leadership, develops process/procedure for responding to absences, unique learning needs, and making referrals to community agencies.
  • Reviews and tracks teacher professional development completion and reports out on corresponding data
  • Reviews & updates indirect and on-site monitoring procedures annually and recommends any revisions of tools and the implementation process to the leadership team.
  • Coordinates annual and ongoing professional development related to program implementation and high-quality teaching practices to teaching staff and site administrators.
  • Creates opportunities (schedules, protocols, and initial facilitation) for professional development for teachers.
  • Assist the MECK Pre-K Finance department with the classroom inventory assessments and submits orders for needed materials.

Supervise Success Coaches

  • Supervises MECK Pre-K support staff: Success Coaches.
  • Develops a Work Plan (WP) for each staff, aligned with their job description.
  • Ensures staff are properly trained for their roles through continuing professional development
  • Performs formal and informal performance reviews and observations during training/professional development and debriefing/technical assistance sessions with teachers.
  • Documents formal performance reviews on WP and discusses with staff member.
  • Follows disciplinary action policies & procedures when needed.
  • Ensure consistent written communication is disseminated to teachers and site administrators.

Internal & External Communications

  • Communicates orally and in writing with internal staff and external partners about MECK Pre-K Program Services.
  • Establishes and maintains a cooperative working relationship with families, school personnel and community ensuring open lines of communication.
  • Collaborates with MECK Pre-K Office Leadership to plan & coordinate professional development for Site Administrators and teachers, specific to Program implementation and high-quality teaching practices.
  • Seeks consultation from external agencies (e.g. DCDEE, NC Pre-K Consultant, EESLPD Office at UNCC, Mecklenburg NC Pre-K Program Administrator) as needed to ensure consistent implementation of high-quality services in Mecklenburg County, aligned with State policies (NC Pre-K Program at DCDEE).
  • Reports out to partnering companies on the needs of the program for successful implementation (Teaching Strategies, Teachstone, etc.)
  • Develops written MECK Pre-K Program Implementation Reports, including Action Plans when needed, at least quarterly or as requested by the MECK Pre-K Executive Director.

Education and Experience Required for Position

  • Master's degree in early childhood education, educational leadership, or special education.
  • A North Carolina Professional Teaching License (Birth-Kindergarten or NC Pre-K/K Add-On Continuing License).
  • A minimum of 5 years of teaching in a Pre-K, Preschool and/or Kindergarten setting.
  • A minimum of 3 years of strong, progressive leadership in early childhood education/pre-kindergarten settings. Experience in consultation/mentoring, training/professional development, and program monitoring.
  • Equivalent education and experience may be considered.

Position Type/Expected Hours of Work

This is a full-time exempt position, with a high degree of flexibility, including remote work opportunities. Occasional evening and weekend work may be required as job duties demand.

Location & Travel

This position is based in Charlotte, NC with a minor amount of travel. Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
